Pakistan Telecommunication Authority (PTA) has officially directed all Cellular Mobile Operators (CMOs)

In a significant move to protect consumer rights, the Pakistan Telecommunication Authority (PTA) has officially directed all Cellular Mobile Operators (CMOs) to obtain explicit, prior consent from subscribers before activating any mobile packages or Value-Added Services (VAS).

This directive follows the notification of the Mobile Tariff Regulations, 2025, and aims to eliminate the long-standing issue of unauthorized balance deductions and “hidden” subscriptions.

Key Highlights of the New Directive

1. Mandatory Prior Consent

Operators are no longer allowed to auto-subscribe users to any service. Whether it is a data bundle, a SMS package, or a third-party service like ringtones or games, the user must proactively say “Yes” via SMS, USSD code, or a mobile app before any charges are applied.

2. Prior Approval for Market Leaders

Under the new 2025 regulations, operators designated as having Significant Market Power (SMP)—typically the largest players in the market—must now obtain prior approval from the PTA before introducing new tariffs or revising existing ones. This ensures that pricing remains fair and does not exploit the consumer.

3. Transparency and Self-Management

The PTA has urged consumers to take charge of their mobile spend. Users are encouraged to:

  • Regularly check active subscriptions via their operator’s official app (e.g., Jazz World, My Zong, etc.).
  • Review SMS alerts carefully before responding.
  • Monitor balance usage for any unexpected daily deductions.

4. Why the Change?

The regulator issued this clarification on February 22, 2026, in response to a surge of complaints on social media regarding “balance theft” and “ghost” services that drain credit without the user’s knowledge. Despite Pakistan having some of the lowest mobile data prices globally, the PTA emphasizes that transparency is non-negotiable.

How to Report Unauthorized Activations

If a mobile operator activates a package without your permission or continues to deduct balance for a service you didn’t subscribe to, you have several ways to lodge a formal complaint:

Looking Ahead

This regulatory shift comes just ahead of the March 2026 Spectrum Auction, where mobile operators are expected to invest heavily in network upgrades and 5G readiness. By tightening the rules on package activations now, the PTA is ensuring that as technology advances, consumer protection remains the top priority.
